can someone tell me about a reference standard that quotes where the gate settings should be I know 40% AND 80% are industrial standards but is there a code that states this ?

There are a number of standards and codes which require a stated reference level, but some don't specify which level. If you want a standard that specifically states the refernce level, try ASTM E-1961 for pipeline AUT, which specifies both 40% and 80%.
